Additionally, ACE is a member of state industry associations across the country in areas where it does business. More important, ACE also joined forces in 1999 with Goleta National Bank to strengthen and safeguard its “payday” loan operations. Several states had passed legislation banning the practice of “payday” loans because they deemed the annual interest rates on these small, short-term loans to be usurious. To circumvent these anti-usury laws, ACE would leverage its relationship with Goleta to provide such loans in states where they were outlawed.

In 2014, the CFPB found that ACE used illegal debt-collection tactics to create a false sense of urgency to lure overdue borrowers into repeat borrowing. ACE would encourage overdue borrowers to temporarily pay off their loans and then quickly re-borrow from the company. Even after borrowers explained to ACE that they could not afford to repay their loans, the company would continue to pressure them into taking on more debt. Borrowers would pay new fees each time they took out another payday loan from ACE. The CFPB took enforcement action against ACE Cash Express, one of the largest payday lenders in the United States, for pushing payday borrowers into a cycle of debt. ACE will provide $5 million in refunds and pay a $5 million penalty for these violations.

The company was founded in 2006 and is based in San Francisco, California. As a result of its consistent attempt to increase its services at the same time that it continued to add to the number of outlets in its network, ACE ended the 20th century with excellent future prospects. Its sales had risen to $122.3 million in 1999, and its net income had climbed 35 percent.
